I never have created a character for M.U.G.E.N., because it's very difficult. Why? Because you have to spend time and effort finishing up these six steps in order to create the StarTropics hero, Mike Jones:
|1.| Convert all the required Mike Jones sprites and visual effects I into PCX files with 256-color palette. |2.| Add sound effects. |3.| Set the controls for each of his moves. |4.| Program his A.I.. |5.| Check for bugs while testing. |6.| Upload and release him.
I'm trying to find the easiest ways to create M.U.G.E.N., while I'm trying to finish up several other things online and in real life.

Wish I could help...but I have absolutely no experience in sprite stuff (except drinking it...okay...bad joke)

(except drinking it...okay...bad joke) LOL ;D ;D Anyway unless I had a sprite making program I have no way at making sprites. I have very little experience (especially with how big the sprites would have to be. I think it would be impossible for me).

It's not impossible, it's difficult. Here are some links to tutorials. Mugen Guild ForumSpriteArt.comMark's Pixel Art TutorialAnd there is this program they highly recommend called GraphicsGale. How does it work? I don't know, I haven't tried much of it out. These people don't believe Adobe Photoshop nor MS Paint are required.

For more instructions, click here for video tutorials. I believe it would be easier to use the NES sprites of Mike Jones than creating 2D Fighter-style sprites of him from scratch.

Steps 5 and 6 are the only ones that look the least fun.  The rest is easy and cool to make.  However, I would kinda take the time to re-master Mike's sprites before putting him in... but that's just me.
