So I got home today and downloaded the game, level editor, .NET 4, and OpenAL...and I cannot do anything. Loading the game gives me this error:
An error has occurred!

Message: Unable to load DLL 'OggWrapper.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)
